JOSM is a free to download offline editor for OpenStreetMap written in Java 1.5.

JOSM is a downloadable application that is designed for advanced OSM editing. It allows users to change large sets of data, to change data offline with no immediate effect to the online OSM data and also allows users to pinpoint and attach photos to the map data. JOSM also supports the merging of changes and conflict resolving in changed areas.
JOSM requires Java 1.5 to run.
History
JOSM was developed by Immanuel Scholz and is currently maintained by Dirk Stöcker.
