Coachways vision policy context in the East Midlands

While there are no specific policies express coach services in the current Regional Transport Strategy (Government Office for the East Midlands 2009) for the East Midlands, there are a number of related policies, including aspirations:

  • to improve "the quality and quantity of bus and coach services within and between the Region's Principal Urban Areas and closely related settlements" (Government Office for the East Midlands 2009 p.107);
  • "to improve public transport services between Derby, Leicester and Nottingham and to London, the rest of the East Midlands, and other key national cities such as Birmingham, Leeds, Manchester and Sheffield" (Government Office for the East Midlands 2009 p.101); and
  • "to improve public transport surface access to East Midlands Airport" (Government Office for the East Midlands 2009 p.101).

The strategy also sets out a Regional Public Transport Network (see Coach scheme aspirations for diagram) to guide investment prioritisation (Government Office for the East Midlands 2009 p.105). Together these policies suggest potential for enhanced inter-urban bus and coach services to provide public transport links that are not already catered for by the rail network. However, specific plans for new express bus and coach links in the region are yet to be developed.

It should also be noted that the Regional Transport Strategy is currently under review as part of the development of a new Regional Strategy (East Midlands Councils 2010). While the latest draft policies (East Midlands Regional Assembly 2010) on inter-urban travel do not represent a significantly departure from current plans, there is a greater focus on how the transport network should support the development of "Housing Market Areas". For the majority of which there is a stated policy aim to "improve inter-urban connectivity between [the Housing Market Area] and surrounding major urban areas...particularly by public transport" (East Midlands Regional Assembly 2010, p.150). Again indicating a potential, but as yet unspecified role for express coaches.



The development of transport policy in the region, which has been driven by changing government requirements (see Regional Transport Strategy), is set out in the table below. None of the listed study or policy documents have recommended a significant role for express coaches.

March 2009 The new Regional Spatial Strategy entitled the East Midlands Regional Plan is published (Government Office for the East Midlands 2009). This is approved but continues to be under review.
March 2010 Following the review process started in October 2008, a revised draft Regional Spatial Strategy is published (East Midlands Regional Assembly 2010).

Coach scheme aspirations

Coleshill interchange hub and spoke bus and coach services: Identified in the West to East Midlands Multi Modal Study (Jacobs Consultancy 2003). This proposed 4 bus services per hour linking Birmingham Internation Airport to the new Coleshill Interchange. Hourly services linking Coleshill Interchange to Nottingham via Ashby de la Zouch & East Midlands Airport; to Derby via Ashby de la Zouch & East Midlands Airport; and to Burton upon Trent via Tamworth, Ashby de la Zouch, East Midlands Airport & Coalville; It also proposed an hourly bus service linking Leicester to Burton upon Trent via Coalville, Ashby de la Zouch and Swadlincote (Jacobs Consultancy 2003 p.v).

East Midlands Regional Public Transport Network: The Regional Planning Body has set out the following Regional Public Transport Network to "provide a focus for investment"..."based on a minimum hourly service pattern" (Government Office for the East Midlands 2009 p104):


Transport geography

The East Midlands region comprises the counties of Derbyshire, Leicestershire, Lincolnshire, Northamptonshire and Nottinghamshire. Its significant settlements include Derby, Leicester and Nottingham, which are situated in close proximity to each other towards the region's western edge, Northampton towards the south, and Lincoln, in the more rural east.

In terms of major transport infrastructure, the M1 motorway runs through the heart of the region, linking London to the East Midlands and on to the north. East Midlands Airport is located adjacent to the M1 just south of both Derby and Nottingham. The East Coast (rail) Mainline from London to Edinburgh, also provides stops at Grantham and Newark (which are in close proximity to Nottingham). With respect to significant urban public transport networks, in recent years Nottingham has benefited from the development of a new light rail system, the Nottingham Express Transit.
